Grove Street Games, the developer behind the GTA trilogy definitive edition seems to be working on a GTA 4 remaster. It's executive producer's LinkedIn profile reveals that he studio is working on an unannounced project for PC, PS5, and Xbox Series S|X.

There's no way Rockstar is working with GSG after what they did to the GTA Trilogy. If anyone's working on GTA 4, it's the team that remastered Red Dead last year.
