Is the 2060 Super worth it?

Idk much about PCs, recently came across a post on facebook marketplace and the guy is selling 2060 Super card

I want to get it for my brother (he has something like RX 580) now (I asked him without giving him any hints).

Is this a good card? Will it play DOTA 2 easily?
 
Hell yeah, its a dope card and will have absolutely no issues running 1080p games, and DOTA 2 is not a heavy game so no problems
